Nearly five decades ago, a popular Tamil weekly published a serial called THUPPARIYUM SAMBU (Sleuthing Sambu) written by Devan, a humorist comparable to P.G.Wodehouse in creating immortal comic characters. This was an instant success because the hero, Sambu was a uniquely entertaining "sleuth" who established rapport with the entire Tamil reading public with his "exploits" which unearthed many peculiar crimes which were "solved" mostly by accident when Sambu stumbled on the clues.
The Asst. Commissioner of Police gives a special assignment to Sambu. A series of cheating cases have been reported in the city involving novel methods of taking visitors to the city for a ride. The Police request Sambu to dress differently and stay in a hotel, engage a taxi, exhibit the fact that he has a lot of money to squander and await the possibility of a gang member coming into contact with him. Sambu comes across a pretty young girl who has been cheated by her husband, robbed of her jewellery and left in the streets to fend for her. He saves her from the suicide instinct. How this incident leads the police to apprehend the gangsters without Sambu even realizing that he has contributed to it forms the rest of the narrative.
